Not usually. The primary current for neon tube Transformers are not that high and can be added to existing circuits.
Many of these types of neon transformers just plug into a normal wall receptacle. If it is a large neon signs (top article) sign it is a good idea to use a dedicated circuit for isolation purposed when servicing the sign.
